Can I protect a file without adding authorized users or Access Time to the file?

Yes, if you do not set authorized users or time periods when you protect a file, there are still policies in place. The protected IKD file, will have a policy that only allows you, as the data owner, access to the file. The IKD file will confirm that the device is an approved device and the file is being opened in an approved geolocation.
